Dram trouble after power surge

Short story a power surge fried my pc had to buy new parts. Replaced almost every part except cpu and graphic card and hard drive. When I put it back together the ez debug lights for my cpu briefly flashes then it stays on dram shuts off resets and repeats. Cam someone tell me what Im doing wrong?

Are you sure the power surge didn't fry your CPU too? That seems to be what the debug light is indicating.

I plan on replacing that as well. Its just weird because when I power the pc the debug light is on cpu for a fraction of a second then switches and stays on dram
